The seal at the end is the only seal/packing. The rod must have some kind of a stop on it to prevent it from pushing completely out. That's what makes me think the top end is welded together after the rod is inserted. I've tried silicone, various oils. I can't say it helped. Maybe a little improvement but short lived.
