I'm on the opposite coast but we use a washed sand for arenas because it doesn't pack and drains easily due to the dirt and crusher dust washed out. That's also why it can be spendy. Crusher dust or DG is what can be used as a base under the washed sand because of its ability to pack down creating a barrier between the ground and the arena sand.

Dave, I did my 1000' driveway with a couple of loads of a mixture that our local quarry calls crusher run. It appears to be a mixture of gravel about 3/4" and sand. You must use crusher run not mined gravel. You must properly prep and bury your base and most of the first couple of rows. Every day as you pass the window or go out to the car or whatever you will be looking at this installation. You have enough dirt to hold back you won't find large enough blocks at a big box store, you need a proper supplier.
