Phosphate is very common in nature and could easily be on or mixed in with a pure silica sand. If it's not listed I'd suspect it's because they don't know it's there, or don't care that it is. They're probably just packaging a reasonably pure quartz (silica) sand that they may have rinsed a bit. Who knows what's really in it.
