Among other things it depends on the ballast ratio. for a 12 tonne boat with 2 tonnes of added ballast there won't be a tremendous difference. However, fiberglass is permeable, and on some older boats, water tends to find its way into the ballast. If the ballast is iron, the results can be ugly as the metal oxidizes and expands.
